Norway is divided into 15 fylker (counties) and over 350 kommuner (municipalities). Staten (the state), fylkeskommunen (the county authority), and kommunen (the municipality) have different responsibilities.

Staten is responsible for laws, school curricula, hospitals, police, the military, and foreign policy (which concerns Norway's relations with other countries). Staten also decides how much money the fylkeskommuner and kommuner receive.

Fylkeskommunen is responsible for upper secondary schools, dental care for youth and the elderly, public transport between municipalities, county roads, and regional cultural initiatives. It often works to develop local communities and support businesses and jobs in the fylke.

Kommunen is responsible for what happens close to people in their daily lives.

This includes:

  • Emergency medical services and general practitioners
  • Waste collection
  • Water and sewage
  • Libraries
  • Child welfare and social services

In addition, the kommune handles planning and building permits, and decides how the town or village should develop.
